Assessor Trevigliese Daniela Ciocca, in response to my speech when I dolevo on wages of the new directors of the company Ygea Spa (whose sole shareholder is the town of Treviglio), justified the choice of his administration by saying that the fees paid are "those under the law" and that if it is true that before the fee was lower, now "add what is missing."
Assessor Ciocca is a lady of great intelligence and remarkable eloquence, so that was obviously public defender appointed by the Mayor. In my opinion, however, in his speech Professor Lockyer offers the reader a partial representation of the facts.

This provision indicates the "maximum" of the remuneration of the directors of subsidiaries by local authorities, who may well be less than the upper limit of the law (like, for real, it was until last August when, by decree "bathing" the Mayor sixfold compensation of board members and almost tripled that of the President).
The rule that the commissioner does not cite Ciocca, is art. 725 paragraph 1 of Law 296/06, as amended by Section 12 of Article. 61 DL June 25, 2008, No 112. The article states: "In societies a total participation of municipalities or provinces, the annual gross salary, inclusive, attributed to the chairman and members of the board of directors, can not be higher for the president at 70 percent and for the components to 60 percent of the allowances payable to, respectively, the mayor and the president of the province .
Well, the compensation may not exceed a certain percentage, but may well (and could, in our case) remain at the previous level, then lower. Especially since the new members of the Board (all chosen by the majority of the left) were appointed in July (with simultaneous confirmation of the fees in force until then) and they had refused the nomination. If they were found to be inadequate compensation, would have declined the nomination.
The increase occurred after the formation instead the new Board and in the middle of August.
And do not say that the increase was necessary due to the lack of a general manager within the company, which, reading the reply councilor Ciocca, seems to be singled out as a partial justification of the decision taken. Fact has long been missing the Director-General and the fact was known in July, when he was appointed the new Board of Directors and confirmed the previous salary.
Mayor Borghi hurt to increase the fees to the new Board of Directors; it should be noted that even if the members were paid from the first € 3,600 gross each year, now those just mentioned will collect € 24,000 € gross each year. Six times more!
The President of the Board, as stated above, will be € 28,000 gross per year compared to the previous € 10,800, almost three times as much.
